PPWR Becomes Mandatory on August 12: What Your Business Needs Ready

The EU Packaging and Packaging Waste Regulation (PPWR) is mandatory from August 12, 2026 with no grace period. If your company manufactures, imports, distributes, or sells packaged products in the EU, this applies to you.

What Is the PPWR and Why Does It Matter More Than Previous Rules?

The PPWR (EU Regulation 2025/40) replaces Directive 94/62/EC on packaging and packaging waste. The critical difference: it is a regulation, not a directive. That means direct application across all 27 EU member states with no national transposition, no local interpretation margin, and no pending local law excuse.

What Does It Require?

The main obligations entering into force in August:

  • Recyclability by design: all packaging must be recyclable. Non-recyclable materials are banned for new categories entering the market.
  • Minimum recycled content: mandatory minimums by packaging type (plastic, paper, glass, metal), increasing over time.
  • Over-packaging ban: unnecessary packaging is prohibited. E-commerce boxes must have a maximum 50% empty space.
  • Harmonised labelling: unified EU-wide symbols for recyclability and materials. No country exceptions.
  • Extended Producer Responsibility (EPR): manufacturers and importers bear the costs of collection and recycling for their packaging. See Manglai's sustainability glossary for definitions.

Reuse targets by packaging category phase in later, with 2030 as the first milestone for most categories.

Who Does It Affect?

From August, obligations apply to:

  • Brands and manufacturers that design packaging.
  • Importers placing packaged goods on the EU market.
  • Distributors and retailers, especially critical for the retail and consumer goods sector.
  • E-commerce companies shipping to EU end consumers.

If your company reports under CSRD, packaging waste data is a mandatory component of your environmental disclosure.

Most companies have packaging weight, material composition, and disposal routes scattered across suppliers, ERPs, spreadsheets, and waste operator records. The PPWR requires you to prove compliance to authorities, not just claim it.

What You Cannot Push to September

The PPWR has no informal grace period. From August 12, national authorities can request compliance documentation. Two actions that cannot wait:
