The National Greenhouse Gas Inventory (INGEI) is Argentina's official estimate of the country's greenhouse gas emissions and removals. It is prepared following the guidelines of the Intergovernmental Panel on Climate Change (IPCC) and reported to the UN Framework Convention on Climate Change. Law 27,520 underpins it through the National Climate Change Information System of its article 17, which exists to give the inventory robustness and transparency.
The idea to take away: the INGEI is a territorial, sector-based inventory, not a company by company registry. It measures the country, not you.
The inventory covers energy, industrial processes and product use, agriculture and livestock, land use, land use change and forestry, and waste. It is built from national activity statistics (fuel consumption, livestock numbers, land area, industrial output, waste disposed) multiplied by emission factors, and expressed in CO2 equivalent.
The latest submitted series covers 1990-2022. For 2022, gross national emissions stand at around 401 MtCO2e, split approximately as follows:

Argentina's profile differs from that of a typical industrial economy: energy and agriculture together account for three quarters of the total, and enteric methane and agricultural soils weigh heavily. That shapes where the real reduction opportunities sit.
Argentina submitted its First Biennial Transparency Report on 19 December 2024, under the Enhanced Transparency Framework of the Paris Agreement. That report includes the national inventory for the 1990-2022 series, progress on the national contribution, adaptation measures and financing needs.
On 3 November 2025 the country submitted its third Nationally Determined Contribution, with a target of 375 MtCO2e for 2030 and 2035, using 2022 as the reference year. It was presented by the Subsecretaría de Ambiente within the extended session of the National Climate Change Cabinet created by Law 27,520.
The National Climate Change Adaptation and Mitigation Plan 2022-2030 is the instrument that turns those targets into measures. It is the country's second plan and was approved by Resolution 146/2023 of what was then the Ministry of Environment and Sustainable Development, published on 24 April 2023, after the National Cabinet approved it on 1 November 2022.

This is the most common confusion. The national inventory and a company's emissions inventory follow different logics:

You cannot derive your footprint from the national inventory, or the other way round. What you do use from the national environment are local emission factors, above all the Argentine grid factor, which is what drives your scope 2. And an important consequence: because Argentina has no mandatory facility-level emissions registry, unlike Mexico's RENE, an Argentine company that measures does so because its parent, its customers, its banks or a voluntary sustainability report require it, not because of a national legal obligation.
