Huella de Carbono Perú (Peru's carbon footprint platform)

Huella de Carbono Perú is the Ministry of the Environment (MINAM) digital tool that public and private organisations use to measure, verify and reduce their greenhouse gas emissions, and in return earn official recognition by level. It is free and voluntary. It was created by article 55 of the regulations to Peru's Framework Law on Climate Change, approved by Supreme Decree 013-2019-MINAM, and its operation is set out in the Guide approved by Ministerial Resolution 185-2021-MINAM.

The four GHG management levels

The platform organises each organisation's effort into four progressive levels. People often talk about “stars”, but the official name in the guide is “GHG management levels”, and each one is evidenced by a diploma and a recognition seal issued by MINAM.

Level 1, Measurement

This means estimating and reporting a period's emissions, a period being one calendar year. The report is generated automatically on the platform and a certificate is issued. The calculation follows Peruvian Technical Standard NTP ISO 14064-1:2020. The earliest period that can be reported is 2010.

Level 2, Verification

The organisation submits, through the platform, the verification statement for its inventory and the corporate GHG report for the same period covered at level 1. The statement must be issued by a conformity assessment body accredited nationally or internationally under NTP ISO 14065:2016, and must include at least the body's name, the period, the organisational and operational boundaries, the emissions, any excluded emission sources with the reasons, and any mitigation actions. An organisation already verified before joining the platform can validate that existing statement by sworn declaration, provided the sources and activity data match what is reported.

Level 3, Reduction

Two conditions must be met at once: reaching the Verification level in two consecutive periods, with at least one mitigation action implemented in the most recent one, and reducing the value of at least one emission reduction performance indicator.

Level 4, Reduction+

Reached through any one of three routes:

  • Sustained reduction over time: holding the Reduction level for at least two consecutive years.
  • Strengthening GHG management across the supply chain: submitting a sworn declaration with a list of suppliers that reached the Verification level with the organisation's support, giving each supplier's company name, tax ID, the activities supported and the signature of its legal representative.
  • Neutralisation: acquiring emission reduction units from projects authorised by the Peruvian State, in a quantity equal to or greater than the emissions reported for the period in which the Reduction level was reached.

Who can register, and how

Private organisations, meaning legal entities under private law or sole traders, and public organisations can register. There is no size or emissions threshold. The application form asks for the tax ID (RUC), address, CIIU revision 4 code, a short description of activities and the details of the person coordinating GHG management on the platform, along with a sworn declaration signed by the legal representative. MINAM reviews the file and either issues access credentials or gives reasons for rejection within a maximum of five working days.

When MINAM withholds recognition

The guide excludes from the diploma and seal any organisation with an outstanding penalty or coercive fine from OEFA in an administrative sanctioning procedure, an outstanding penalty or corrective measure from OSINFOR in forestry and wildlife matters, or a first-instance conviction for environmental offences under the Criminal Code. The seal also does not replace the commitments in environmental management instruments or the obligations set by environmental law.

How many organisations use it

According to MINAM, as of August 2026 there were 3,010 registered organisations: 2,058 had measured their emissions, 779 had verified them through independent assessment, 171 had demonstrated an effective reduction and 78 reached Reduction+. Participants come from agriculture, mining, construction, industry, financial services and transport. The funnel is telling: most stop at the first level, and the step up to verification is where the real effort sits.

Is Huella de Carbono Perú mandatory?

No. Article 55 of the regulations to the Framework Law on Climate Change defines it as free and voluntary.

Who verifies emissions for the second level?

How far back can emissions be reported?

To 2010, the earliest period accepted, in line with INFOCARBONO and Peru's NDCs.
