ISO 14083

ISO 14083 is the international standard that sets out the principles and requirements for quantifying and reporting the greenhouse gas (GHG) emissions generated by transport chain operations and the logistics activities associated with them.

Published in 2023 by the International Organization for Standardization (ISO), it provides a harmonised methodological framework that makes results comparable, helps demonstrate emission reductions and ensures the traceability of data.

Its use is not limited to freight transport. It is also relevant to waste management, where the movement of materials, energy use and logistics operations can represent a significant part of the total carbon footprint. ISO 14083 belongs to the wider ISO 14000 family of environmental standards and supports the commitments organisations make under the Paris Agreement and the 2030 Agenda.

Regulatory context and background

Before ISO 14083, several methods existed to estimate transport emissions (for example EN 16258:2012 or the GLEC Framework), but the lack of a single approach made comparison and transparency difficult. ISO 14083 was created to unify these criteria and offer a common global language, and it effectively supersedes the earlier EN 16258 method.

It was developed by ISO technical committee ISO/TC 207, Environmental management, with broad international participation from the public and private sectors. In the European Union, ISO 14083 has become the backbone of CountEmissions EU, the regulation agreed by the European Parliament and Council at the end of 2025 that establishes a single methodology for calculating greenhouse gas emissions from passenger and freight transport, explicitly aligned with EN ISO 14083:2023. The new EU rules began to take effect from 2026.

Scope and main objectives

The standard defines a common framework to:

  1. Quantify the emissions of greenhouse gases (CO2, CH4, N2O and others) generated by transport and logistics activities, using a well-to-wheel approach that covers both fuel production and use.
  2. Report the results in a consistent and verifiable way.
  3. Support decision-making on energy efficiency, modal choice and sustainable planning.

In waste management, ISO 14083 is used to calculate the emissions associated with moving waste from collection points to treatment plants, landfills or recovery facilities.

Methodological principles

The standard is based on the following principles:

  • Transparency: all assumptions, emission factors and system boundaries must be declared.
  • Consistency: data must be comparable over time and between organisations.
  • Accuracy: results must faithfully reflect operational reality.
  • Relevance: the focus is on the significant sources of emissions.

Application in the waste sector

ISO 14083 fits the logistics flows of the environmental sector well, including:

  • Transport of municipal and industrial waste.
  • Movements between transfer stations and treatment plants.
  • Distribution of recycled materials or by-products.

It helps identify the main emission hotspots and assess alternatives such as:

  • Replacing diesel fleets with electric or biogas vehicles.
  • Optimising routes, including with the help of algorithms.
  • Coordinating loads to reduce empty runs.

Integration with other standards

ISO 14083 complements:

  • ISO 14064-1 (quantification and reporting of GHG emissions at organisation level).
  • ISO 14067 (product carbon footprint).
  • ISO 14044 (life cycle assessment).

Together, these standards provide a solid basis for reporting emissions under frameworks such as the GHG Protocol or the guidance of the Science Based Targets initiative (SBTi).

ISO 14083 does more than quantify emissions: it supports a structural shift in how logistics is organised. It makes it possible to bring energy efficiency, the electrification of transport, the use of alternative fuels and material recovery together within a wider sustainability strategy.
