National Emissions Registry (RENE, Mexico)

The RENE (Registro Nacional de Emisiones, National Emissions Registry) is Mexico's registry for reporting and verifying emissions of greenhouse gases and compounds from fixed and mobile sources. It is the official tool for understanding how much the country emits by sector and by establishment, and it forms the database underpinning other Mexican climate policies.

It is administered by SEMARNAT, which compiles the information reported by obligated companies to build a national picture of emissions.

Legal basis of the RENE

The RENE is governed by the General Climate Change Law (LGCC) and by the LGCC regulation on the National Emissions Registry. These instruments define who must report, which gases are counted and how the information is verified.

Who is required to report

Establishments classed as obligated parties that emit 25,000 tonnes or more of CO2 equivalent per year must submit their emissions report to SEMARNAT. CO2 equivalent is the unit that allows the different greenhouse gases to be combined into a single figure according to their warming potential.

The registry covers emissions from several sectors, including energy, transport, industry, agriculture, waste and commerce and services, giving a broad view of the country's emission sources.

How reporting works

The RENE emissions report is built from the information companies declare each year, largely through the Annual Operating Report. To report, organisations need a robust emissions inventory that identifies their sources, applies appropriate emission factors and supports year-over-year tracking.

A key feature of the RENE is its verification process: information reported above certain thresholds must be reviewed by an accredited verification body, which strengthens the reliability of the data.
