The RENE (Registro Nacional de Emisiones, National Emissions Registry) is Mexico's registry for reporting and verifying emissions of greenhouse gases and compounds from fixed and mobile sources. It is the official tool for understanding how much the country emits by sector and by establishment, and it forms the database underpinning other Mexican climate policies.
It is administered by SEMARNAT, which compiles the information reported by obligated companies to build a national picture of emissions.
The RENE is governed by the General Climate Change Law (LGCC) and by the LGCC regulation on the National Emissions Registry. These instruments define who must report, which gases are counted and how the information is verified.
Establishments classed as obligated parties that emit 25,000 tonnes or more of CO2 equivalent per year must submit their emissions report to SEMARNAT. CO2 equivalent is the unit that allows the different greenhouse gases to be combined into a single figure according to their warming potential.
The registry covers emissions from several sectors, including energy, transport, industry, agriculture, waste and commerce and services, giving a broad view of the country's emission sources.
The RENE emissions report is built from the information companies declare each year, largely through the Annual Operating Report. To report, organisations need a robust emissions inventory that identifies their sources, applies appropriate emission factors and supports year-over-year tracking.
A key feature of the RENE is its verification process: information reported above certain thresholds must be reviewed by an accredited verification body, which strengthens the reliability of the data.
The RENE is the backbone of emissions accounting in Mexico. Its data underpins the country's greenhouse gas programme and its Emissions Trading System, which needs verified emissions information to allocate allowances and verify compliance by covered sectors.
At Manglai we help companies calculate their carbon footprint and prepare reliable, verifiable reports. Discover how Manglai can help you comply with the RENE and reduce your emissions in a structured way.
Companies that trust us
A mandatory annual reporting instrument in Mexico through which facilities report their emissions, discharges and waste; it feeds the Pollutant Release and Transfer Register (RETC).
A federal SEMARNAT authorisation that brings together, in a single procedure, the air-emission obligations of federally regulated stationary sources, complemented by the Annual Operating Report.
A climate planning document prepared by Covenant of Mayors signatories; it includes a baseline emission inventory, reduction targets and mitigation and adaptation measures, with periodic monitoring.
