General Law on Climate Change (LGCC)

The General Law on Climate Change (Ley General de Cambio Climático, LGCC) is one of Mexico's most important legal instruments for tackling climate change and promoting sustainable development.

Since it was enacted in 2012, it has set out the legal roadmap defining responsibilities, emission reduction goals and strategies for adaptation to and mitigation of the effects of global warming. The aim is to protect natural resources, public health and the economic stability of present and future generations.

What is the LGCC?

The LGCC provides the legal framework that coordinates the actions of the different levels of government (federal, state and municipal) on climate change.

It defines the obligations of authorities and the productive sector, establishing the need to integrate public policies aimed at reducing emissions of greenhouse gases (GHGs). It also promotes instruments such as the Special Climate Change Programme (PECC) and the creation of advisory bodies that strengthen citizen participation.

Main objectives

Mitigation of emissions

The LGCC sets goals for reducing GHG emissions. Among other aims, it seeks to encourage the use of clean energy, energy efficiency and the transition towards more sustainable production models.

Adaptation

It recognises that the effects of climate change are already happening, so it promotes measures to reduce the vulnerability of ecosystems and communities, such as forest conservation, the protection of river basins and disaster prevention.

Cross-cutting integration

It establishes coordination mechanisms between different ministries and levels of government, ensuring that the climate dimension is part of development, health, agriculture, transport and energy policies, among others.

Transparency and accountability

It requires periodic reporting on progress and results, promoting the participation of civil society and the private sector.

Scope and implications

The LGCC reaches all sectors of the economy and regions of the country. For example, it provides guidelines to boost renewable energy generation in areas with high solar or wind potential, as well as the modernisation of public transport to reduce polluting emissions in urban areas.

It also fosters scientific research and technological innovation, encouraging collaboration between universities, research centres and companies. In this way, Mexico seeks to strengthen its capacity to respond to climate risks such as prolonged droughts, more intense hurricanes or biodiversity loss.

Challenges and opportunities

Although the LGCC is a significant step forward, its implementation faces challenges. These include the need for financing for green infrastructure projects, the lack of consistency in applying the rules at state level and resistance from some economic sectors.

At the same time, this opens up opportunities: the development of green jobs, access to international carbon markets and the creation of cleaner, more resilient cities. The private sector is also showing increasing interest in adopting sustainable business models, recognising that future competitiveness depends on reducing its ecological footprint.
