Commercial waste

Commercial waste is a waste stream of growing importance, driven by the rise of urban retail, hospitality and services. Unlike household waste, it originates from economic activity, yet its composition is relatively similar. Managing it correctly is essential to comply with legislation, save costs and strengthen a company's sustainability credentials.

Definition of commercial waste

Commercial waste is the waste generated by retail establishments, hospitality businesses, offices, markets, services and institutions that is not classified as hazardous. Although it does not come directly from homes, it is comparable to municipal waste, so its management depends largely on local authorities.

Composition and characteristics

The main materials in this type of waste include:

  • Paper and cardboard (packaging, invoices, documents).
  • Packaging plastics, film and bags.
  • Glass from bottles and food containers.
  • Organic waste from hospitality.
  • Wood, light metals and textiles.

In specific sectors, special fractions appear: coffee capsules, used cooking oils, small electrical appliances or batteries.

Volume and impact

Commercial waste makes up a significant share of municipal waste in countries such as Spain, with estimates commonly placing it at around 15 to 20% of the total. In large cities such as Madrid or Barcelona, managing it requires separate collection systems and environmental compliance plans for shops and hospitality businesses.

Obligations of producers

Operators of commercial activities must:

  1. Separate at source the recyclable fractions (paper, glass, plastic, organic waste).
  2. Store temporarily in suitable, clearly marked containers.
  3. Hand waste over to municipal services or authorised waste managers.
  4. Keep records of the volume and destination where the rules require it.

Businesses with high waste output may need to use private collection systems and submit periodic management reports to the authorities.

Applicable legislation

In Spain, the framework is set by Law 7/2022 on waste and contaminated land and by each municipality's by-laws, which set collection frequency, permitted container types and penalties for non-compliance.

Commercial waste can also be affected by the packaging rules under Royal Decree 1055/2022 on packaging and packaging waste, particularly in relation to extended producer responsibility.
