European Strategy for Plastics in a Circular Economy (2018)

In January 2018, the European Commission launched the European Strategy for Plastics in a Circular Economy, the EU's first comprehensive framework to address the production, consumption and management of plastics under circularity principles.

Its aim is clear: to transform the way plastics are designed, manufactured, used and recycled in the European Union, reducing their environmental impact, driving innovation and creating new business opportunities within the circular economy.

It is one of the key initiatives of the 2015 Circular Economy Action Plan and has served as the basis for later legislation such as the Single-Use Plastics Directive (EU) 2019/904 and the EU's packaging rules.

Main goals

The Plastics Strategy sets several milestones:

  1. All plastic packaging on the EU market should be reusable or recyclable by 2030.
  2. Reduce the consumption of single-use plastics.
  3. Increase the collection and recycling of plastics, reaching a 55% recycling rate for plastic packaging by 2030.
  4. Promote the use of recycled plastics in new products while guaranteeing their quality and safety.
  5. Reduce microplastic pollution.
  6. Boost investment in innovation and new sustainable materials.

Regulations it triggered

The strategy led to important legislative initiatives:

  • Directive (EU) 2019/904 on single-use plastics.
  • Regulation (EU) 2022/1616 on recycled plastic materials intended to come into contact with food (which repealed the earlier Regulation (EC) 282/2008).
  • The Packaging and Packaging Waste Regulation (PPWR), Regulation (EU) 2025/40, which replaces the previous packaging directive and starts to apply in August 2026.
  • Ecodesign requirements and mandatory labelling for certain products.

Regulation (EC) 282/2008

Regulation (EC) 282/2008 set the first EU rules for recycled plastics in food contact. It was repealed in 2022 and replaced by Regulation (EU) 2022/1616.
