NOM-127-SSA1-2021 is the Mexican Official Standard (Norma Oficial Mexicana) that sets the requirements drinking water systems in Mexico must meet so that water intended for human use and consumption is safe and of acceptable quality. It plays an essential role in protecting public health, defining the microbiological, physical and chemical parameters that water must respect before it reaches homes and businesses. Published in 2021, it updates and replaces the earlier 1994 standard, with a phased timeline for compliance with its stricter limits.
Access to drinking water is recognised as a human right in the Mexican Constitution. In practice, however, water quality can vary widely depending on the region and the availability of treatment infrastructure. NOM-127-SSA1-2021 aims to standardise potability criteria so that urban and rural areas alike receive the same level of health protection.
It sets strict limits for coliform bacteria, Escherichia coli and pathogens that can cause gastrointestinal illness.
It defines maximum permissible concentrations for heavy metals (such as arsenic, lead and mercury) and other chemical compounds.
It considers aspects such as colour, taste and odour, which influence how acceptable the water is to consumers.
The standard applies to every source of water intended for human consumption, including deep wells, springs, rivers and lakes, as well as all treatment plants and distribution networks operated by public or private bodies.
Many Mexican municipalities face technical and financial constraints in treating water to the levels required by NOM-127-SSA1-2021. Poor distribution infrastructure can also cause secondary contamination in old or badly maintained pipes, increasing the risk of disease outbreaks. Regular monitoring is another critical factor: the standard requires frequent testing and reporting, yet a shortage of accredited laboratories or trained staff can hamper correct sampling and analysis.
Ensuring water is potable directly reduces waterborne disease, easing the burden on the health system and helping people stay productive by avoiding work and school absences. Economically, reliable, safe water is essential for the food, hospitality and service sectors, supporting tourism and the growth of businesses that depend on water as a critical input. Sound management connects to wider goals of water security and resilience to water stress.
Compliance with NOM-127-SSA1-2021 will only grow in importance as climate change adds uncertainty to water availability. Integrated water management, from protecting sources to final distribution, is a key part of the resilience of cities and of national food security.
NOM-127-SSA1-2021 reflects Mexico's commitment to guaranteeing access to quality drinking water for the whole population. Although its implementation faces challenges, it is an essential standard for protecting health, supporting economic development and promoting social equity.
