Water Border Adjustment Mechanism (Water CBAM)

The Water Border Adjustment Mechanism (Water CBAM) is a proposed tariff-correction mechanism that would levy charges on imports of goods with a high blue water footprint originating from basins with high water scarcity (AWARE factor > 10). Its aim is to discourage the export of scarce water, prevent “water leakage,” and level environmental standards between the European Union and third countries.

  • Based on the Carbon Border Adjustment Mechanism (CBAM) adopted by the EU in 2023.
  • Would rely on Article XX of the GATT (environmental safeguards) and Directive 2000/60/EC.
  • Would complement the EU Climate Change Adaptation Strategy to reduce external vulnerability.

Proposed operation

  • The importer declares the product’s blue water footprint (m³), certified under ISO 14046.
  • A scarcity coefficient is applied based on the basin’s AWARE factor.
  • Tariff = m³ × AWARE factor × shadow price of water (€/m³).
  • Possible rebate if the exporting country applies equivalent water tariffs or holds AWS certification.

  • Blue water footprint: 400 L/kg.
  • AWARE factor, Michoacán basin: 26.
  • EU14 shadow water price: €0.50/m³.
  • Tariff = 0.4 m³ × 26 × 0.50 = €5.20/kg → incentivises a shift to deficit irrigation (–40%) and diversification towards Peruvian avocado (AWARE 6).

Although still conceptual, the water border adjustment mechanism could become a powerful lever for sustainable water management and fair competition, provided it is supported by robust methodologies, independent verification, and safeguards for small-scale farmers.
